This year marks the 70th anniversary of the founding of New China, a crucial year for building a moderately prosperous society in all respects, and a key year for facing risks, challenges, and economic pressure. The national, provincial, and Xianning municipal “Two Sessions,” as well as economic work conferences, have set major policy directions. The city’s third-level cadres meeting, the Fifth Plenary Session of the Ninth Municipal Party Committee, the economic work meeting, and the Third Session of the Ninth Municipal Government have all arranged and deployed the work for 2019. How are different localities carrying out these plans? Pufang Industrial Park Entrepreneurship Base: Attracting Investment and Talent, Promoting High-Quality Development Through Innovation
General Secretary Xi Jinping has pointed out that promoting high-quality development is the fundamental requirement of economic work. Pufang Industrial Park has remained firm in both breaking old patterns and establishing new ones. Relying on its industrial foundation, it has attracted investment and talent and helped the once-renowned “ten-mile textile city” achieve new life through transformation.
The Wuhan Jinshanhe Co., Ltd., led by Lü Degan, was founded in 1998 and has developed a complete textile production chain over the years. Today, he has brought his team and part of his production capacity to settle in the Pufang Entrepreneurship Base. He told reporters that this decision was made because of the strong sincerity shown by the Chibi municipal government in attracting investment.
Lü Degan, Chairman of Hubei Puxian Textile Technology Co., Ltd., explained that the Chibi municipal government provided very strong support. Before the company moved in, the government used the shortest possible time and made major investments to renovate the factory buildings, open up fire passages, roads, and access routes, refresh the interior of the plant, and fully connect water, electricity, and natural gas.
Amid the roar of machines, Lü Degan led reporters through the warping and weaving workshops, enthusiastically introducing various production processes. Since settling in Pufang, his company has continuously received orders. Despite the busy production schedule, the company has never relaxed its environmental standards.
“Our wastewater treatment equipment is currently among the more advanced systems in China. The investment was around 5 million yuan. We introduced tap water for use, and the sewage and wastewater generated can be processed and recycled, achieving zero discharge and avoiding environmental pollution,” said Zheng Daibing, director of the warping workshop of Hubei Puxian Textile Technology Co., Ltd.
If building and properly operating wastewater treatment facilities gives enterprises confidence in stable operations, then adopting new production technologies undoubtedly gives them wings for high-quality development. Lü Degan has invested in more than 300 fully automatic looms. When running at full capacity, they can produce up to 150,000 meters of high-quality fabric per day, with products exported to the European market.
From being built, to being dismantled, and then rebuilt again, the Pufang Entrepreneurship Base has witnessed old roots sprouting new branches. In the eyes of newcomer Lü Degan, what he sees is fresh hope for the transformation and development of what was once a famous textile city. He said the average monthly production capacity is expected to reach about 4.5 to 5 million meters, while monthly sales can reach about 7 to 10 million yuan.
Lü Degan said he chose Chibi because the city provided strong support in many aspects. His dream is to restore Pufang to its former glory, bring Pufang products out of China and into Europe, and make them known to more people.
Since 2017, Pufang Industrial Park has replanned textile factories that had been idle for many years. Through the demolition of obstructing structures for fire passages, renovation of building facades, construction of factory roads, and water supply and drainage projects, it has worked hard to create an entrepreneurship base where enterprises, capital, and technology are relatively concentrated, thus building a platform for entrepreneurs like Lü Degan.
“So far, seven enterprises have been introduced, four are already in production, and three are under construction. We will further improve our service level and quality, provide high-quality services for enterprises that have already settled in and those under construction, and create better conditions for more enterprises to start businesses in the Pufang Entrepreneurship Park,” said Yao Pinghui, Deputy Director of the Administrative Committee of Pufang Industrial Park.
As an advantageous industrial cluster in Hubei Province’s textile and garment industry, Pufang continues to improve and upgrade its park planning to attract more strong enterprises, while also strongly supporting and helping existing enterprises carry out technological transformation, accelerating the achievement of high-quality development.
“We will further revitalize existing assets, implement the strategy of ‘emptying the cage for new birds,’ and reduce the occupation of land resources,” said Chen Shixin, Secretary of the Party Working Committee of Pufang Industrial Park. He expressed the hope that after several years of effort, the “ten-mile textile city” will become a vibrant city of new textiles, golden wellness, and red culture.
